KOLKATA: Forget the tedious meter mathematics and squabbles with overcharging cabbies. Finally, Kolkata will join the rest of the country in meter calibration. Three months from now, what you see on the meter screen is what you pay. The transport department issued an order on Tuesday making calibration of taxi meters compulsory so that the exact fare is displayed and printed out to commuters. Cabbies have been given three months to get their meters calibrated. "Those defying the order will not be given certificates of fitness (CF). The government wants to end the plight of passengers for whom calculating the actual taxi fare is getting more and more complex," said an official of the transport department. The calibration will follow the December 2012 fare revision. As of now, commuters have to do some mental gymnastics to get the actual fare - meter reading x 2.4 + 1 - or go by what the cabby demands. Before this, the equation was slightly easier - meter reading x 2 + 2 - but commuters in Kolkata have always wondered why the government was not making calibration compulsory like all other metros. In Delhi, Maharashtra, Karnataka, Kerala and Haryana, it is the legal metrology department that does the calibration. Every time there is a fare revision, cabbies must line up at calibration centres to get their meters updated. Unfortunately, the last time meters were calibrated in Kolkata was 15 years ago when the city switched to digital mode. After the December fare hike, the minimum taxi fare went up from Rs 22 to Rs 25 and the subsequent calculation simply went haywire. "The easy victims of this confusing situation are foreigners and visitors from other states," said the transport official. "These days taxi drivers don't bother to give printouts since their meters are outdated. This way, it's easy for them to tamper with the meters and fleece commuters. Even the fare chart they show can be fudged," said Suvra Banerjee, a homemaker. A government survey has revealed that 70% of Kolkata's taxi meters are tampered with. The government assures that commuters will now be spared harassment as a calibrated meter will be considered legal only if it has the regional transport office seal. "This will leave no room for tampering of taxi meters," said the transport official. The government has allowed private agencies to conduct the calibration and get it ratified by the RTO although the Standard of Weights and Measures Enforcement Rules says that taxi meter calibration will be carried out by the LM directorate, a wing of the consumer affairs department. The chief minister had turned down such a proposal by consumer affairs minister Sadhan Pandey last year. The transport department felt that the cabbies would be inconvenienced if they have to report to two authorities: first for meter calibration by the LM directorate and again the PVD for certificate of fitness. Also, the PVD wants to outsource the initial calibration for want of staff. A cabby has to pay Rs 400 to the private agency for calibration.
